how can I get mkdir in PHP to work on my server?

hi Im trying to put my site up and get people to join but everytime I test it out to register I get some error which says this:

mkdir() [function.mkdir]: No such file or directory in etc.

I have the directory on the server but still get this message.why?

how can I get it to work on my server? someone please help me.
