Have you tried to specifically qualify her for medicaid? Usually Medicaid will qualify just about any child, if their parents cannot insure them. Also, there are many children's hospitals around the country that will give free care. You didn't say what state you are in, or how old your daughter is. Google "children's hospital" and include the name of your state. See what turns up.
