How can I get Internet for an Android phone without a Plan or Wi-Fi?

I have a friend outside the U.S who just received an Android phone as a gift (Nexus One) the problem is that he has a prepaid account which doesn't offer a data/internet service, all he wants is to be able to connect to the internet just to download apps but doesn't have a Wi-Fi signal either.

Is there any way to connect the phone to the computer using a USB cable and getting internet signal from there?
