How can I get cheats/codes to work on my pc games (I use a laptop)?

This is the problem I am having: I use a laptop to play the sims 2 double deluxe and expansion packs and I put this code in: ctrl + shift + c to bring up the cheat console so I can enter cheats but it doesn't come up. Instead it takes a photo. I tired that same code on my sister's computer and it worked. She doesn't use a laptop just a regular computer.

So how come that code will not work on my laptop?
