how can i get a title for my honda atc 250r?

I believe that you have to have a bill of sale from the previous owner to get a legal title.
If you can't get it you might have problems.
Never buy anything without a clear title.
 
You didn't say which state-the laws vary. In mine (MA) you are screwed as soon as the registry (DMV) sees the R in the name-SOME STATES will let you slip by IF the previous owner had it titled OR you can find the MSO (manufacturer's statement of origin) that came with it WHEN NEW. I think you'll find that on the Honda mso on this model-it says OFF ROAD USE ONLY-so the mso might be worthless-I'd start with a dealer-if he's a jerk-pretend you want to buy a new one. Then go to an insurance agency-IF they can be registered-they can (maybe HAVE TO BE) insured
 
Contact the previous owner and have them make you out a bill of sale. After you get this check the frame and write down your id numbers they are usually on the right or left bottom of the frame. With both of these you can go to the bmv and get a clear title.
