how can i get a fresh looking skin all day?

okay, i use foundation (cover girl warm beige) and my face looks pretty dry and not so fresh. Is there any way to get a fresh looking skin even when you have foundation or makeup on? i'd like that shiny, not-so-oily, looking skin, is there any kinda maybe foundation/makeup or anything else for that? by the way my skin color is medium, what would be the best for my skin?
