how can I get a flash video to start playing before it loads 100%?

My website has a flash header that takes about 3 seconds to load. Is there a way to make the video start before it loads all the way?
 
i believe you can turn off flash in options, or by uninstalling flash. if the video is not flash, then it should run and the flash video should get canceled.
