How can I get a $25,000 business loan with no current income?

I have just finished high school and want to buy a franchise to run my own business.
The franchise costs $25,000 AUD - but the thing is, I don't have a job so I have no income.

Is there any way I can be accepted for a $25,000 business loan in Australia to buy a business franchise?
