How can I found out what the sex offender residency restriction laws were in 2001 in

My brother, 20 years old at the time, was convicted of statutory rape in 2001 for having sex with his 16 year old girlfriend and as a result must now register as a sex offender for the rest of his life. He is neither on parole or probation at this time and has had nothing more than a speeding ticket since his release, and nothing prior to his conviction.

He is currently trying to buy a house and is having a very difficult time finding out not only what laws apply to him, but also where exclusion zones are.

Prop 83, passed in 2006, states that (any, not only high-risk) reg. sex offenders may not reside within 2000ft of a park or school, but as we discovered this morning, late last year (September of 2008) the CA court of appeals declared that prop 83 violated ex post facto principals for its retroactive clauses.

So, we know that prop 83 doesn't apply to him, but we can't find any information as to what the laws were at the time of his conviction, in 2001.

Please help in any way you can, even a simple steer in the general right direction would be a godsend.

If you wish to berate him for his crime, please know that he has paid his debt to society and has learned from his mistake and is now still paying his debt by having to register every year and is perfectly willing to comply with authorities. He is just trying to have a normal life.
