How can I fix my car's horn?

simple yet not so simple. the horn is a unit that sets inside the center pad that uses a metal ring attached to the inside of the center pad. inside the columb in the non spinning section is a button thats spring loaded. often the metal ring gets dirty from all those oils floating around inside the car. what oils? when you get that crud on the inside of the glass its greated by these oils! what happens is the ring gets spots tat dont connect the gound and the horn wont activate. there are really only 2 possible problems. the switch in the columb is sticking or the ring is dirty. remove the cover, get a can of electrical contact cleaner, clean the ring, the contact woking the pin to move smoothly then reassemble and check.

I have a Toyota Camry 1989 and the horn only works sometimes. When it does, it's easy to get it to honk.

I don't think it's a blown fuse (if it is, I can't find the horn fuse - it's not labeled anywhere - I checked under the hood and under the steering wheel) and the horn isn't bad - it works (I checked it manually.) And I don't think it has a relay to check.

I took the steering wheel horn panel off and nothing is bad in there.

I need to get my car inspected so I can drive it legally and this is the only thing holding me back.

If I can't fix it, do you know how much it might cost me to get a mechanic to fix it, if it's only the wire? (because that's what I think it is)
The car is a good car. 55,000 miles on it. There's no horn fuse and no relay.
