How can I fix my broken link between my Droid and my desktop's Bluetooth dongle?

I have the dongle plugged in and paired with my Droid but they will not connect. I've tried every setting and workaround I can think of and nothing works. Even though the dongle light is blinking blue, my computer says that a connection cannot be made.

Please provide links.
I'm using Vista.
