How can I find out when my 7 speed Lygie bicycle was made?

I have a 7 speed Lygie that a friend built for me, original wheel set, crank, shifters and frame. The vin is 71A3683, I'm thinking it's either an '83 or a '71...?


ANY additional information on Lygie bicycles would also be helpful (i.e. when production stopped).
