How can i find out how much my council tax will be in my new property?

Its the 1st time ive ever dealt with council tax & i dont know how it works. is it monthly pay? does it cost more to pay monthly than in 1 lump sum?
Im moving in to my new 2 bedroom flat soon & im told i could get a cheaper rate as i will be living on my own. Is this true??
