How can I enable taskkill command in Windows XP?

When I gave the command taskkill.exe /F /FI “USERNAME eq Renji” /FI “IMAGENAME ne explorer.exe” /FI “IMAGENAME ne dwm.exe”, I got the following error message.

Error: The service cannot be started, either because it is disabled or because
it has no enabled devices associated with it"

How can I enable the taskkill in Windows XP?
