How can I dress to hang out downtown, but not be mistaken for a business peesom?

The downtown In my city has some attractions but mostly caters to business people. I want to shop and eat and whatever there and dress really cute, but not look like I'm an office worker in business casual.
Sorry that was obviously supposed to be "business person"
