how can i drag and move paper sheet in photoshop?

i know hand tool, but it allows to move it only when it's zoomed in and even then only as far as other side stays in window..

well i cant explain it very well but for example if i wanna put a sign on a left top corner of a sheet, i zoom it in, it stays on the windows left top corner anyways, and that's not very comfortable, what i want is to be able to drag around sheet wherever i want, for example if i zoom in that corner, i want to move sheet that way so that it is in the middle of window or anywhere else i want not just sticked to window..

i hope i made it at least somewhat clear, also if that matters, i have cs3 version..
 
Click on the work space and press the space bar at the same time. Then you can move it around with the mouse. I think this is what your talking about..
