How can I deter fuel theft from tanks supplying generators in our BTS , GSM sites?

We have contact alarms monitored remotely but the thieves still beat us and siphon fuel
 
Ive had every alarm possibl ,
The best , a fucking nasty dog .with a bad attitude.
