How can I crop my photos to an 11X14 size?

I am trying to crop my photos on the computer to an 11 x 14 size...do you have any suggestions as how to do that? I have a picnik account...I also have photoshop 7.0.
 
i know with adobe photoshop at the top it says something like filter image kinda in the middle a little to the left ... well click on that and then type that size for the width and height :D
 
You want to "resize" your image.

I'm assuming that you have Photoshop Elements (not full Photoshop) since you mentioned v. 7.
