How can I create an events/news bulletin for my website?

Hi, I am creating a simple website for a friend who owns a restaurant, but she is a little bit of a technophobe. I wanted to know whether a program existed, which she might log into and simply enter text, and maybe upload a picture or two, to create a little news bulletin to keep her customers up-to-date - much in the manner of a Facebook group.
