Bluetooth would be unsuitable for streaming internet as everyone would require separate channels, and as this would mean a lot of confusion as no doubt the signals would interrupt devices already using internet, such as phones and wireless mouse/keyboards.
Phones connect to the internet using radio waves, similar to the signals emitted by Wireless routers.
As Bluetooth only has a range of 10-15 metres, it is just impractical. I highly doubt you can connect to the internet by Bluetooth.
Instead I advise using a wireless router and a wireless-receiver USB stick. Plug the router to your land line and Internet service provider, then use the USB to receive the signals upstairs. Phones can pick up these signals and so can notebooks with a built-in wireless receiver.
A much better alternative to using Bluetooth.
