i need to paint a room. trouble is, the walls are fairly dirty around the windows, mainly because they are quite damp owing to poor insulation etc. they have a kind of dark grey sheen on them, which i dont really want to scrub with a wet sponge because 1) it might spread and 2) the walls are a bit damp anyway. can i just paint over it thickly enough that it won't be visible? the long term effects of this do not matter, as i am leaving the building. the poor insulation is really an issue for the people who own it. any answers appreciated.
ps when i tried to paint on it, i found the paint wasnt holding well - probably because the walls are a little damp? i do not have the money for a dehumidifier.
