How can I charge my laptop battery?

I have my adaptor plugged in, it is the correct one. And my laptop won't charge. I have a Dell Inspirion about 13 months old. I have tried several outlets with all the same result - plugged in, not charging. My iPhone will still charge. How can I fix this problem, do I need a new cable adaptor?
