How can I argue with NY TAP program for my NY resident status?

I have been in Syracuse, NY for 2 years, and paid in-state tuition since 2009. But when I apply the NY state HESC TAP (tuition assistant program), they just told me I could not be verified as NY resident, so I cannot have this financial aid. They said I moved to NY for college, so this only can be considered "temporary", I have to live in NY for 1 year before go to school.

I did not get degree in my recent school, and I am transferring to another school this fall. I have withdrawlled and stay at home for 5 month in Syracuse, and this my only address.

I live in NJ before I moved to NY, but I am no longer NJ resident now. I do not understand, I am permanent resident in US, but now I am not resident in any state.

Is it useful to argue them with this? I really need the financial aid for my tuition.
