How can I approach him?

I am at university, and there is this guy I like a lot. But I am too shy to talk to him. He is about 6'5 feet tall and I am 5'5 feet tall. He already made some moves, but I am too shy. Whenever we cross, he walks by too close and slow down... I just hide my face but smile. He knows I like him but he is waiting to do my part as well... I do not how approach me. He is Black and I am Mexican, so there is culture differences... for example, the way he talks (I don't like it, but I like him)
