How can I add detail to the clouds in my pictures using photoshop?

I have a photo at the beach and the clouds are washed out a little. I see some detail and contrast, and if I tip the monitor a certain way, it shows more. How can I use photoshop to bring out the details in the clouds withouth affecting the rest of the image?
 
Use the masking tool to paint over everything but the clouds - alternatively you could just select the cloud part. Then, use the auto levels tool to select the best contrast for the clouds, and finally use a filter to increase the sharpness of the clouds.
