How can Congress regulate the cultivation (manufacture) of marijuana under the commerce clause?

In United States v E.C. Knight Co. (1894), the American Sugar Refining Company (ASRC) gained control of 98% of the American sugar industry essentially creating a manufacturing monopoly and the US gov opposed this under the Sherman Antitrust Act; however, the Supreme Court ruled in favor of ASRC declaring that manufacture is not commerce.
