How can an iPhone 3g be jailbreak without sim card? Can it be done?

Without a SIM card with some kind of active service, you won't be able to do anything on that phone. Apple locks those things down tight, just to prevent people from doing this.
 
I'm not attach with any package from GSM carrier. My iPhone currently firmware 3.0, Jailbreak but how can i upgrade to 3.1.3. If Upgrade thru iTunes, do i need activation key or something?
