How can a woman with 45 suspensions still drive and not be in jail?

Whether you agree or not, a suspended license is a fairly minor offense in the big scheme of things. Drunk is one thing and a stolen car is another. Do you have any idea how many people are stopped on a daily basis for a suspended license. Based on the info above, we need a more significant violation.
 
It would be profiling to put her in jail. Taxpayers need to provide her with a safe place to drink, stocked with plenty of booze,drugs, and food so she doesn't feel the need to drive. After all, it's not her fault, it's the system.

Renee Lashon Beavers had an open 24-ounce container of cold beer on her lap when a Ferndale police officer spotted the stolen car eastbound on 8 Mile near Livernois just after midnight, Lt. William Wilson said today.
She had been stopped 45 times and never went to jail.
