How can a test for firefighters be racially biased?

I'm really struggling to get my mind around the concept that a firefighters test can be racially biased or favor one race over others. I truly want to understand.

Can you give me some examples of questions or something else from a test of this nature that will help me understand?

It's not, basically certain races on average cannot pass it, but all the rest can. So, either that one race is somehow inferior or the test MUST be biased. So, why do asians and hispanics do better if it's racially biased? It's a load of cr@p! They say the same thing about the SAT.
