How can a 16 yr old get a work permit during the summer?

I'm trying to get a job at Barnes and Noble but I can't get a work permit from my school b/c school is out. Is there any other way to get a work permit? I had one for target a couple months ago. but I need a new one for each job. and all the job applications say 18- needs work permit.
