How as fast download 20 million links as html?

I have over 20.000.000 url (links) in a text file I want to download as fast as possible about 10 or 100 hundred at a time.

I have T1 speed (about 200KB/s) but Wget software can give me only 5!!! :((

intervention necessary ;)

thanks for any suitable opinion.
