How are BICYCLE HAND BRAKES a CLASS 1 LEVER?

Please help. I don't understand how bicycle hand brakes are a class 1 lever. Where is the LOAD, EFFORT and FULCRUM? THANK YOU!!
Where's the effort then? Cuz shouldn't the effort be the hand pushing down on the brake and the load is the bike or the part that's attached to the other side of the fulcrum?
 
think about it.. the handle bar is stable.. it doesn't move.. you apply pressure(load) on the nand break (which is already at an acute angle) which causes the break to move in one directions. the fulcrum is where the hand break is screwed onto the handlebar.
