How advance did the 'Kryptonite' civilisation as comparing to the earth?

Hints:does 'Jor-El ' were present on the time when Kal-El at the earth?
I mean the 'glass like tube ' that could tranform/communicate/transmit..superman to his father...is it a time travel technology or else...could anyone explain this phenomenon?
[All I knew that his father was dead][during the great 'armageddon' at Kryptonite' as Jor-El predicted by his advanced technology [knowledge].. Cheers..
 
Jor-El invented a "Safety Zone" projector, similiar to his Phantom zone projector, and Jore-El and his wife escaped through there, and were eventually released.
 
Depends on which comics you read as to the conclusions you can draw about the technology available on Krypton. The crystals that Jor-El sent with Kal-El are, we think, a little like a psychic library- all of Jor-El's memories went in there, but without Kal to listen, they're just information storage.
