House painting outdoors and preparation ....?

I am going to try to paint my front porch, mostly the ceiling of it which isn't really exposed to harsh weather except the cold. There is quite a bit of peeling and light chipping, but no bare wood is exposed.
If I do a really good job of scraping the peeling areas, can I go ahead and paint without sanding the surface first?
