Hooked up the Wii thru the VCR and all I get is a blue screen.?

OK I hooked up my Wii through my VCR/DVD because the TV is really old. The VCR works while playing a tape, (Im pretty sure the DVD player is busted) but when I turn on the Wii I get a blue screen with images behind the blue going across. It looks like the Wii menu but never stops moving. Ive check all my cables and such and also checked the TV. I have tried L1 and L2 channels on the VCR too but it still doesnt work. Its probably simple but Im missing something. Do I need to get a newer VCR or get one of those conversion boxes to plug everything into?
I cant get to the Wii menu or anything.
Where would the display settings be located?
