Honda Wheel Locks??????

I have a 2003 honda Civic I had new tires put on at pep boys and they forgot to put my wheel lock back on and when i called them they didn't know what i was talking about(they suck). so i tried to put a regular lug nut on like the other three that are on my tire but they keep falling off. Is the tire lock necessary? and why would the lug nut keep falling off? its on really tight i have lost 3 so far. i really don't want to have to buy a new lock set unless its necessary.
 
If the nut is on tight it shouldn't come loose. Are you sure you are replacing them with the correct size?
