Honda Rubicon - over heating?

06 Rubicon is over heating - What process should I use for trouble shooting. I have replaced fan motor but I think Iwas premature in doing that because it still will not come on. I have removed the t'stat and tested it, will not open in hot water. BUT does the t'stat tell the fan when to come on??????? could it be the water pump?????hope not...
