if it happens as soon as you turn the ignition ON then you have a dead short. that means you should be looking for a wire to one of the components on that circuit that has a nick in it or is stripped so that the actual wire is touching a metal ground. you need to look at the harness and every component on that circuit.
unfortunately, that circuit has about every PCM controlled device on it. It has all of the evaporative emissions components, the O2 sensors and others. the list was included in a response to your previous question. You should disconnect all of the components on the circuit and see if the fuse blows. if it does then you have a grounded wire. if it doesn't then you have a shorted component and you'll be able to isolate that by plugging them back in one at a time until the fuse blows.
your alternator is not the problem. the alternator won't charge when the fuse blows as the fuse controls the electronic load distribution unit.
The ELR is is in the underhood fuse box on that car.
