Honda Odyssey Fl400 street legal in Connecticut?

I will be buying a honda odyssey fl400 and will have a bill of sale upon purchase. To get this registered would I just have to bring the bill of sale to the dmv and I will get plates? It has all the lights required. This Fl400 is practically a car. I looked on the dmv's website and it meets all the dimension requirements. It said that i can take it on the highway if you have a drivers license which I do? Is that really true? Thanks
