Honda- Is this just adjust valve clearance or combination of things? low mileage?

Just recently purchased a 1981 Honda CB900 Custom. Trying to figure out why I'm only getting roughly 19mpg! The overall performance of the bike is great, except it is just chugging the fuel. It also seems to be using all the fuel, even the reserve. If that is even possible. I have almost been stranded twice now and have only had the bike for a week. Please could someone give me some pointers and if you have the time some direction to fixing the problem myself. Thanks in advance. The bike has only 11,640 miles on it. This is really bumming me out-
 
You should be getting at least 40 mpg. I would take it to a shop that can check the fuel/air ratio. If that isn't feasable, remove the plugs and check their condition.
 
change the air filter and a small amount of sea foam in the tank, change the plugs.
the other answers have you spending a few hundred dollars, if money is tight spend the least amount and see how it runs, have the valves set and the carbs tuned as a last resort. I'm not a tech but over 40 years of riding I found try the simplest thing first before you have to pay a mechanic.
