Honda Headlights flicker when driving?

I have a 97 honda civic ex, the headlights flicker when driving on the rd, looks like im trying to pull someone over when they are in front of me. It doesnt matter if they are on bright or dim it does it more now over the passed 4 monthes then ever. Is there a short in wires or what causes that? thanks
