Honda GCV160 engine cord stuck on pressure washer?

I was using the pressure washer with no problems. Then it just quit running. I checked the gas and saw that it was real low, so I added some more gas (had been using this gas all evening). When I tried to pull the cord, it only pulled a few inches and retracted. The cord will not pull at all now. This pressure washer has only been used for about 4 hours since purchase. I appreciate all assistance!
 
Sounds like the engine locked up. Maybe it didn't come with engine oil in it.?. Or the rope could have came off the pulley inside the housing and locked up.
