Honda foreman cranks but will not start. I rebuilt carb, replaced plug, checked

compression,and spark.? Has new fuel, battery is good, fuel is on, will not start with starter fluid, start switch is in start position. HELP!!!
air filter is good. tried starting wit and without air cleaner installed.
How can i be sure that the spark im getting is a good strong spark besides looking at the good arc that i have?
