Honda Civics fan is not working properly, sometime on and sometime off?

I'm thinking to sell the car because of heater fan, sometimes it works ok but when I restart the car after a while fan is not going to start again.
I have checked the fan, fuses and relay, they are well working. Does someone help me please?
It is 2000reg.
