Honda civic starting problems?

Having problem with starting Honda Civic 95 DX. When key is turned all accessories turn on including lights but not the vehicle. I replaced starter, had battery checked out and even went as far as disconnecting alarm system. I believe that it could be one of two things: either the starter relay or the ignition switch itself. Can anyone please guide me on how to determine which of the problems is it. Thank you
 
Yeah you could check the Relay. Just have someone listen for a ticking noise when you turn the key over to on. If you replaced the starter, make sure you did it properly. If it's a standard car, make sure you press the clutch all the way down (several times to make sure) before you start the car.

Turn key to ACC > Clutch Down > Key on.

If it's an Auto, there could be a wiring issue where one of the sensors for the tranny is saying that you are not in an appropriate gear to start the car. In this case, make sure you are in park.
 
All relays have at least 4 terminals. You will have one that will be a have 12v at all times. You will have one that has voltage only when you turn the key to the start position. One will be to body earth. The last will go to the starter. By checking all of these and narrowing them down you will be also checking your ignition switch if you have the control voltage. Only thing is some veh,s supply the ground only if all systems are fine that is supplied through the vehicle ECU. SO verify you have all the inputs not just the poser sides.

what about the neutral safety switch! did you check it? it won,t start if it,s bad.
