Honda Civic speed question?

What year and model would be the best Honda civic to fix up. I'm sellin mine and i want a bone stock civic that i can fix up and turbo but won't come all at once id rather havve it be a bit quick when i get it. Im thinkin the 95 but not sure about the model after that. Mostly concerned on weight and engine size. Thanks for your help
