Honda Civic Locks from Remote, but wont unlock?

I have a 2004 Honda Civic, with the factory remote that locks, unlocks, and panics. I can lock my car fine, the panic button works too, but when I try and unlock the car from the remote it does not work. I have two remotes, and it doesn't work with either remote. I'm wondering if this is a fuse that needs to be changed, What are your thoughts on the issue? Has this happened to anyone else? Thank you.
