honda civic hard start?

2000 honda civic SE hard to start after refueling. changed fuel filter located on firewall under hood, same problem occurs, it seems like it wants to have a carb. after refueling, the engine will have a low idle and continue for a few seconds? any ideas?
it is hard to start everytime

may be bad gas. try a different gas station and see if that helps

try a can of seafoam. you might have a build of of carbon.

is it hard to start every time you refuel? or just this time?

you must explain more, seems like it wants a carb? how low is the idle, and what is the normal idle speed?
maybe your engine has to much fuel and its drowning, dont know how to say it right in english...
or maybe your fuel pump is bad at the point where when the tank is full it doesnt work properly?
