Honda Civic EX - What is this auto body part called? Rear under tail light,

above bumper. Link.? I need to know what this car part is called. It is in this picture link:

This is for a Honda Civic EX Coupe

It's right below the tail light on the right, above the bumper in the picture. It's a small piece of metal that I don't know the name of. It's not a "Quarter panel", its something else that is next to the quarter panel. What is it?????
