honda civic cluster problem?

i let my car heat up for a while, like for 20 min. then rpm starts acting crzy. idles at 1500 for a while then jumps like crzy and stops for a while does again. but it'll go down to 0 like its going to shut down but goes back normal. rpm still jumps crzy then shuts off engine when it hits 0.

what im talking about is the needle not idle. bought new cluster (jdm). still does the same.

It could be the sending unit in the engine compartment is bad.
